OYAP PROGRAM

ONTARIO YOUTH APPRENTICESHIP PROGRAM

The Ontario Youth Apprenticeship Program (OYAP) is a School to Work program that opens the door for students to explore and work in apprenticeship occupations through the Cooperative Education program. Students have an opportunity to become registered apprentices and work towards becoming certified journeypersons in a skilled trade while completing their secondary school diplomas.

For the first time, the Ottawa ECA and the IBEW have partnered to promote and support a Grade 12 student based apprenticeship program. The following terms and conditions will apply.

  • Each candidate will be paid $5000 at the successful completion of their term from the contractor, and the contractor will pay $5000 into the stabilization fund for each candidate who successfully completes their term; payment will be made within one week after successful completion of the term.
  • OYAP students will be subject to an interview prior to acceptance and will be required to take IBEW Local 586’s one-day Introduction to IBEW/Health and Safety course and will have to be cleared for work by Local 586 prior to starting.
  • OYAP students will be permitted to perform the same scope of duties as a 1st term apprentice.
  • OYAP students will not work outside of the regular hours of work established in the Principal Agreement.
  • There will be a limit of one (1) OYAP student per job site.
  • Only Grade 12 students will qualify for this program.
  • There will be a maximum of 25 candidates per school term.
  • The school board will be responsible for all necessary training prior to the candidate starting.
  • The school board will be responsible for registering students as an apprentice in the 309A Electrician trade for Ontario.
  • Any termination of a candidate must be done with the agreement of IBEW Local 586 and ECA Ottawa.

Preferred Payments

The OYAP system is not an hourly wage based program, rather its a 4 month long student based program. Only students who complete the right to the end program are eligible for the $5,000 stipend.  Here are the recommended payment preferences:

Taxable. Student reports income on their return.

Issue a T4 slip and remit required deductions (CPP/EI/Tax) to the CRA.

Scholarship/Grant (Must be strictly for enrollment/completion, not work)

Exempt. High school scholarships are not taxable.

May issue a T4A slip (Box 105). No deductions remitted.
