OYAP PROGRAM
ONTARIO YOUTH APPRENTICESHIP PROGRAM
The Ontario Youth Apprenticeship Program (OYAP) is a School to Work program that opens the door for students to explore and work in apprenticeship occupations through the Cooperative Education program. Students have an opportunity to become registered apprentices and work towards becoming certified journeypersons in a skilled trade while completing their secondary school diplomas.
For the first time, the Ottawa ECA and the IBEW have partnered to promote and support a Grade 12 student based apprenticeship program. The following terms and conditions will apply.
- There will be a maximum number of candidates per school term.
- Each candidate will be entered onto your payroll and paid $16.60 per hour (student minimum wage). Students are not paid for days they do not work. In addition, at the end of the term the contractor will pay $5,000 to the IBEW into the Stab Fund.
- Contractor will submit a copy of the students pay to the IBEW who will then send it to the Ministry for reimbursement .
- Example: Pay $16.60 per hour for full term = $6,000. Reimbursement from the Ministry of approximately $3500.
- OYAP students will be permitted to perform the same scope of duties as a 1st term apprentice as they are registered apprentices with the ministry.
- OYAP students will not work outside of the regular hours of work established in the Principal Agreement.
- There will be a limit of one (1) OYAP student per job site.
- Only Grade 12 students will qualify for this program.
- The school board will be responsible for all necessary training prior to the candidate starting.
- The school board will be responsible for registering students as an apprentice in the 309A Electrician trade for Ontario.
- Any termination of a candidate must be done with the agreement of IBEW Local 586 and the Ottawa ECA. If there is an issue with the student please contact the Ottawa ECA office first and they will advice you how to proceed.
- Integration Days (where students miss work time) have been removed from the program.

IMPORTANT DATES:
Sep 1 – Sep 25 (4 weeks): specialized pre-placement training out of IBEW Training Centre. 1 week at the school board training. 3 weeks at IBEW.
Sep 28 – Dec 4: 10 weeks of paid placement
Dec 7 – Jan 22: Students can remain with the contractor during this period but the contractor is responsible to pay the wages ($16.60 per hours) without reimbursement.
