As presented in our newsletter, ECA Ottawa and IBEW Local 586 reached an agreement for the 2025- 2028 term. The following are changes to the local agreement applicable as of May 1, 2025. 

OTTAWA LOCAL CHANGES TO ICI WORK:

1. • Amend the foreman’s rate to 15% and general foremen to 25%. (restored from the 2019 agreement)
   • Parking. Back in line with current rates ($20, $23, $25).
   • Bereavement. Reallocating $0.02 per hour from the ECA fund to Ellement to manage. Maximum $400/day and pro rated for apprentices.
   • Ratio (apprentice to journeyperson). Reverts back to standard ratio although members can ask this to be adjusted on certain projects as approved by the business manager.

   1-5 journeyperson   = 1:1, 6-20 journeyperson = 1:2, 21+ journeypersons  = 1:3

   • Minor Construction Project Agreement. Reinstated. Increased project hours from 1200 to 2500. 40 hour work week (5 days x 8 hours). Start work at 6:30am. Limit of 4 workers is removed. 5^th worker comes from the hall then every second worker must come from the hall. Technically no limit to number of workers. No need to obtain Business Manager permission but the IBEW and ECA office must be notified, be email, in advance.
   • Shifts. Increased from 20% to 25%
   • Regular Hours. 8 hours Mon-Thur, 4 hours Fri. 36 hour week but can be worked equally over 4 consecutive days. (4 x 9’s)
   • Shifting Work Week. 4 consecutive days. You can now deploy 2 shifts, Mon – Thurs. and/or Tues. – Fri. with schedule provided to the Business Manager.
   • OYAP Program. Grade 12 students can now be brought in to work. Maximum 25 students per school term therefore 2 terms = 50 students. School board will provide training and register them with the Ministry. Same scope of duties as 1^st year apprentice. Pay, only upon successful completion, $5,000 to the student and $5,000 to IBEW Stab Fund.
   • Service. On call will receive one hours pay per day on weekends and holidays. One-half hour pay on weekdays. No pay if a call is received.
